Coaching Your Air Talent
By Gary Berkowitz, Berkowitz Consulting Group, garyberk@aol.com
Quite often we discuss the importance of meeting with and critiquing your on-air talent. I will offer some ideas on ways to do this so each meeting is constructive and productive.
1. Meet with your talent on a regular basis. Do not always “critique” them. Sometimes a casual talk over coffee or lunch is great. This allows them to see you as a PD who wants to work with and help them.

Governor Granholm Delivers Final
State of the State Address
Gov. Jennifer Granholm, in her 8th and final State of the State address, urged continued reforms to state government, while reassuring citizens that the path has been laid for an economic resurgence in Michigan. “This plan, diversifying our economy, educating our people, protecting them along the way, this is the path forward,” Granholm stated.
The Governor didn’t lay out any specific tax reform proposals in her address. She did, however, demand the Legislature agree to a balanced budget July 1, while suggesting a constitutional amendment that would dock the pay of lawmakers for every day they fail to reach an agreement beyond the July 1 deadline.
MAB was pleased to hear Granholm call for increased funding in the Pure Michigan tourism advertising campaign. In her remarks she reminded lawmakers that the state receives $2.23 in state-tax revenues for every dollar invested. While the Governor didn't give a specific dollar amount for the levels of funding she would like to see, legislation has been introduced that would restore funding to $30 million.
Granholm used the last 20 minutes of her speech as a chance to legacy-build. Granholm outlined many areas where the state has been successful in attracting new companies and jobs during the past decade.
MAB Board Chairman Tom Mogush had the opportunity to participate in the State of the State festivities and seized the opportunity to discuss MAB’s issues with some of the state’s most influential lawmakers. Chairman Mogush also had the honor of viewing the State of the State address from the House chambers as an invited guest of Senate Minority Leader Mike Prusi (D-38th) (pictured above right).
MAB to Unveil 2010 MABPAC Fundraising Campaign
The Michigan Association of Broadcasters Political Action Committee (MABPAC) will reinvigorate its fundraising efforts by unveiling a new fundraising campaign at this year's Great Lakes Broadcasting Conference (GLBC). The 2010 election season is heating up with a record number of legislative seats turning over and a number of statewide offices up for grabs. A strong political war chest is needed to help elect candidates that will stand up for the issues important to local broadcasters.
MABPAC competes daily with hundreds of other political action committees operated by special interest groups all over the state, each vying for the attention of lawmakers. To help ensure that broadcasters have a seat at the table when policy decisions are being made, we ask that you consider making a personal donation to the MABPAC today.
MABPAC plans to reveal its new campaign at this year’s GLBC in the MAB's booth on the exhibit floor. MAB staff will be on hand to answer questions and take donations at this year’s conference.

Every year, your MAB presents Michigan’s leading conference for broadcast professionals. Sales, News, Engineering, Operations and Promotion are all highlighted through informative seminars, demonstrations and presentations, any of which make your attendance well worth the time and investment.

| Federal and Regulatory Update |
Relationships, Part One
By: Julie Koehn, WLEN-FM (Adrian) and Michigan Representative to NAB
I’d like to address the first of two parts on relationships. Many of you had the opportunity to participate in the NAB Town Hall webcast on the 9th of February. The webinar addressed some critical issues facing us as broadcasters. “What matters most….the success of free over-the-air broadcasting”. Gordon Smith, President and CEO discussed the current landscape, which has been a difficult regulatory environment for all radio and television broadcasters. It is not without unity, or the critical need for radio and television broadcasters to maintain a unified organization, that we will win the battles before us; state and national, regulatory and legislative.
The NAB Board of Directors at our meeting in Washington last month showed that unity is part of our advocacy. Just as radio broadcasters across the country ran and promoted the DTV transition information, so will the television broadcasters run and support the critical issue facing radio with the performance tax…..radio will in turn support positions on spectrum allocation, TV’s most critical issue, which could severely limit consumer access to the spectrum. more: read/download pdf
U.S. Supreme Court Overturns Corporate Campaign Limits
In a decision that has the potential to change how political campaigns are financed in Michigan, the U.S. Supreme Court recently decided that campaign finance laws, barring direct expenditures by corporations and labor unions in favor of or against candidates, are a violation of First Amendment free speech rights. Since the Court handed down its decision on January 21, experts have been investigating the effects the ruling will have on the upcoming elections.
The 5-4 majority decision in Citizens United v. Federal Election Commission (USSC docket No. 08-205), the Court ruled that corporations and unions may spend money on advertising or other campaign activities to support or oppose a particular candidate, while the individual states and the federal government can continue to regulate corporate and union expenditures by requiring disclosure. The decision also keeps in place legal prohibitions on corporations and unions making direct contributions to candidates and their campaign committees.
In the wake of this monumental decision, many questions remain on what can be expected as a legislative response. Senator Michelle McManus (R-35th) and Representative Kathy Angerer (D-55th), who both chair the committees in their respective chambers that oversee election law legislation, have stated that they will review the Court’s decision and evaluate the need for legislation.
While the decision certainly opens the doors for more dollars to be spent on political advertising, experts say spending is not expected to spike significantly, at least in the short term. Corporations and Unions have long been engaged in issue ads, which have been used in campaigns for many years now. Corporate and Union political players will also have to grapple with the federal tax implications and public image concerns direct expenditures might bring.

Michigan Employers Should Prepare for Compliance
with Michigan’s Smoking Ban
By: Terry Kasiborski, Butzel Long
Michigan’s ban on smoking in public places takes effect May 1, 2010. Employers have affirmative obligations under the new legislation so it may be useful for you to understand them and take whatever measures are necessary to make your workplace compliant.
The legislation prohibits smoking in public places and, subject to only a few exceptions (e.g. cigar bars, tobacco specialty retail stores, and casinos), places of employment are included within the definition of a public place. Persons who own, operate or are in control of a public place not covered by an exception must make “a reasonable effort to prohibit individuals from smoking” in that public place.

It's the most common thing: new or under-developed managers putting the wrong emphasis on the wrong thing at the wrong time. Instead of collecting the right people and forging the best coalitions within your staff and keeping it all percolating, all too often we see the effect of poor decisions and bad designs. Companies don't compete, people do.

Combining Curriculum and Student Resources in Technical Training
By: Stephen Shehan, Adrian College
One of the challenges when implementing the use of new equipment in a college radio station is how to most effectively and efficiently train students in its operation. This is especially challenging in a small-college liberal/applied-arts setting with limited resources in faculty and navigating between applied and liberal arts. One answer is to become more adventurous in combining curriculum and student involvement.
